Rumelhart 는 mathematical psychology, symbolic AI, parallel distributed processing 의 틀 속에서 주로 작업하면서 인간 인지의 형식적 분석 (formal analysis of human cognition) 에 많은 공헌을 해왔다. 그는 또한 인지에의 형식 언어학적 접근 (formal linguistic approaches) 에 업적을 남겼고 이야기 구조를 잡기위한 형식문법 공식화 (formulating a formal grammar) 의 가능성을 탐구했다.
그는 1963 년에 South Dakota 대학에서 심리학과 수학을 전공하여 문학사를 받았다. Stanford 대학에서 mathematical psychology 를 전공하여 1967 년에 Ph. D 를 받았다. 1968~1987 에 걸쳐 University of California, San Diego에서 심리학과 faculty 로 근무했다. 1987 년에 Stanford 로 옮겨 1998 년까지 교수로 있었다. 일종의 progressive neurodegenerative illness 인 Pick's disease 로 장애를 겪어왔고, 지금은 미시간의 Ann Arbor에서 그의 형제와 살고 있다.
그는 많은 범위의 인간 인지 모델을 개발하였는데, 예를들면 운동제어, 스토리 이해, 시각 문자 인식, 은유와 유추등에 관한 것이다. 그는 Donald A. Norman 과 LNR 연구 그룹과 공동으로 1975 년에 "Explorations in Cognition" 를 저술하였고, Jay McClelland 와 PDP 연구 그룹과 공동으로 1986 년에 "Parallel Distributed Processing: Explorations in the Microstructure of Cognition" 를 저술하였다. 그는 인간 인지에의 많은 형식적 접근을 섭렵했고, 자신만의 list processing language 를 개발하였으며, 뉴런 같은 처리단위의 망을 훈련시키기 위해서 강력한 back-propagation learning algorithm 을 형식화 하였다.
그는 1991 년에 National Academy of Sciences 에 선출되었고, MacArthur Fellowship, Warren Medal of the Society of Experimental Psychologists, APA Distinguished Scientific Contribution Award 등을 수상했다.
그는 인지과학이 무엇인지, 어떻게 되어야 하는지를 명확히 표현했다. 그는 인지과학이 하나의 과학으로 되려면, 형식 이론 (formal theories) 을 가져야 한다고 느꼈다 -- 그래서 그는 가끔 그가 생각하고 있는 것의 예로써, 수학적 모델과 컴퓨터 모델 뿐만 아니라 언어 이론 (linguistic theories) 에 역점을 두었다.
